Item #9.C.I. <br /> •/i <br /> i1k <br /> River <br /> MEMORANDUM <br /> TO: Park and Recreati Commission <br /> FROM: Michele McPhers , Director of Planning <br /> DATE: August 8, 2001 <br /> SUBJECT: Watson Street Trail Connection <br /> Overview <br /> Staff inspected the trail connection requested by the Watson Street neighborhood on Friday, <br /> July 29th. Staff will provide video of the area in question for viewing by the Commission at <br /> the meeting. <br /> • Staff has determined that it is possible to provide a second connection to the railroad grade <br /> in this area. However,in order to do so approximately 10 to 15 trees in excess of two inches <br /> in caliper will need to be removed. There will also need to be some type of a cut made as <br /> there is approximately a 6 foot grade difference from the top of the bank to the railroad <br /> grade. Staff would suggest doing this through the use of a skid loader to minimize the <br /> impact to the trees and environment in this area. <br /> If the neighborhood residents desire this connection,a condition of approval should be that <br /> they take responsibility to maintain the trail with materials(i.e.class V)provided by the City. <br /> Once maintenance stops on the trail,the City would allow the native vegetation to resume its <br /> growth and the connection to cease to exist. <br /> Recommendation <br /> Staff requests that the Commission provide further direction regarding this trail connection. <br /> • <br /> S:\PLANNING\MICHMC\PARKNREC\WatsonConnection.doc <br />
