Mr.Gilgenbach did not reserve Woodland Trails Park <br /> for this year's race. He did not feel that he was required to,as he was not"using"the park <br /> in any manner other than to have runners pass through the park. As a result of our <br /> • discussions with Mr. Gilgenbach, we have determined that there is a need to establish a <br /> revised policy and procedure for use of park facilities and streets within the City of Elk <br /> River. <br /> Attachments <br /> • Park Shelter and Park Facility Use Application <br /> • Park Shelter Reservation Revenue Detail, Year to Date <br /> Proposed Policy <br /> Staff receives on an annual basis a number of requests for the use of city streets and park <br /> facilities for a variety of community activities including fundraisers,walks,races,parades,etc. <br /> Community Recreation staff is responsible for managing and obtaining reservations for <br /> shelters and Woodland Trails Park. The Police Department has been responsible for <br /> managing requests for use of the city streets and Police Reserves. Staff proposes that all of <br /> these functions will be the responsibility of the Community Recreation staff but that <br /> requests requiring special staffing services would be routed to the appropriate departments. <br /> The Park and Recreation Commission would review the use of Woodland Trails and Lions <br /> Parks, other than shelter reservations. <br /> When the park shelter and Woodland Trails facility use fee was established,the deposits <br /> were inadvertently removed from the fee schedule,with the exception of use of Woodland <br />
