• 1 Item #9.B.I. <br /> City <br /> Elk a., <br /> River <br /> MEMORANDUM <br /> TO: Park and Recreation Commission <br /> FROM: Michele McPherson, Director of Planning <br /> DATE: May 9, 2001 <br /> SUBJECT: Consider Park Dedication, Kliever Lake Fields <br /> Horst Graser,representing Gold Nugget Development,has submitted the preliminary plat <br /> of Kliever Lake Fields. The proposal is located in the southwest corner of Fillmore Street <br /> and County Road 12. The preliminary plat constitutes an area of 79.16 acres. At this time, <br /> 104 single family lots are proposed. Outlot C will include both detention ponds and either <br /> • additional single family homes or multi-family homes. The City Council has directed staff <br /> not to accept proposals including townhome developments,either in part or in their entirety <br /> until such time that the townhome ordinance can be revised to address townhome <br /> development issues. <br /> As was reviewed at the April Park and Recreation Commission meeting, Outlot A is <br /> proposed to be dedicated for park purposes. The purpose for locating the park in this area <br /> is that soils below 24 inches in this area are not suitable for construction. Mr.Graser will be <br /> in attendance at the May 9th meeting to further discuss this issue with the Commission. The <br /> total area of Outlot A is 6.77 acres,approximately 1.2 acres below the required 10 percent <br /> land dedication. We can request the developer make up this deficiency by providing cash <br /> dedication. <br /> The developer is proposing a sidewalk adjacent to the main street (Street E), connecting <br /> County Road 12 with Fillmore Street. This was requested by the Park and Recreation <br /> Commission at its April meeting. <br /> Park Planner Chris Leeseberg developed the two preliminary layouts attached as Option A <br /> and Option B for the Commission's consideration. Both options show an open playfield <br /> suitable for hockey,soccer,football,and also indicates a baseball field. Also proposed for <br /> this park would be a playground similar to that of Country Crossing 3'd. In one option,a <br /> small 20-car parking lot is indicated. <br /> • <br />
