• Item # 9.B.5. <br /> City of <br /> Elk -�-1 <br /> River <br /> MEMORANDUM <br /> TO: Park and Recreation Commission <br /> FROM: Michele McPherso &rector of Planning <br /> DATE: April 10, 2002 <br /> SUBJECT: Consider Park Dedication Requirements for Preliminary Plat— <br /> Nordic Hills, Case No. P 02-07 <br /> Attachments <br /> • Location Map <br /> • Page 97 of the Master Park Plan <br /> • Preliminary Plat <br /> Analysis <br /> The subject property is located east of County Road 1, south of Nordic Woods, and west of <br /> Meadowvale School,lying north of the 193rd Avenue alignment. The property is 28.47 acres and 50 <br /> single family homes are proposed. The plat will utilize the existing 194th Avenue entrance. <br /> At the March 13th Park and Recreation Commission meeting,the Commission indicated that cash <br /> dedication would be preferable. However,in reviewing the Master Park Plan it should be noted that <br /> this property is within Service Area 9,which indicates that additional parkland is necessary in this <br /> area, as the Meadowvale School facilities would not be adequate. As the Commission is aware, <br /> additional properties may be subdivided in the near future and additional parkland could be <br /> considered as part of that subdivision(Ron Bastyr proposal). The maximum dedication of land from <br /> this subdivision would be 2.8 acres. The total cash dedication for 50 lots would be$77,000 at the <br /> current rate. <br /> Additional improvements to the plat should be evaluated: 1) creating an outlot over the 70 foot <br /> drainage and utility easement which could provide access to Meadowvale School for construction of <br /> a trail(please see notated area on attached preliminary plat),and 2)construction of a sidewalk on <br /> either the north or the south sides of 194th Avenue which will provide pedestrian access to the trail <br /> on County Road 1. <br /> Recommendation <br /> • Staff requests that the Commission determine if land or cash dedication is preferable for this plat <br /> with the understanding that Park Service Area 9 desires additional parkland. <br />
