The property is substantially wooded with a large change in <br /> topography. The property is approximately 15.74 acres in area, with an existing home and <br /> outbuilding located on what is proposed to be Lot 5, Block 1, Echo Hill. <br /> The property is proposed to be subdivided into five large single-family lots (greater than 2.5 <br /> acres). Each lot will have its own well and septic system,as this is outside of the City's Urban <br /> Service District. <br /> Because this property is outside of the City's Urban Service District, it is not within a park <br /> service area. It can be noted on the location map, however, that an area wide park circle is <br /> located north of Ridgewood 1st Addition. This is identifying an extension to Top of the World <br /> Park. <br /> Due to the size of the parcel,the maximum amount of land dedication would be 1.5 acres. <br /> There are several recreation opportunities nearby: a private park in Ridgewood,Outlot A of <br /> Lafayette Woods,and Ridgewood East Park located east of Proctor Road on Highland Road. <br /> Due to the fact that this is not within a park service area,staff recommends that the Commission <br /> consider cash dedication for four lots. <br /> Recommendation <br /> • Staff recommends that the Park and Recreation Commission recommend cash dedication for <br /> four lots for the preliminary plat of Echo Hill, Case No. P 02-09. <br /> S:\PLANNING\Case Files\P 02-09 Echo Hill\p&Rmemo4-10.doc <br />
