II/ Item #8.C.3. <br /> City of <br /> Elk -�-� <br /> River <br /> MEMORANDUM <br /> TO: Park & Recreation Commission <br /> FROM: Michele McPherson , irector of Planning <br /> DATE: February 13, 2002 <br /> SUBJECT: Review Concept Plan — Becker Property <br /> Request <br /> The Commission is asked to provide direction regarding the concept plan for the Becker <br /> property located north of Trott Brook Farms. <br /> • Attachments <br /> • Location Map <br /> • Master Park Plan Excerpt <br /> • Concept Plan, Option A for Park <br /> • Concept Plan, Option B for Park <br /> Analysis <br /> The Becker property is located adjacent to the north property line of Trott Brook Farms. It has <br /> access to County Road 13 in two locations (see attached map). The parcel is 113 acres, has a <br /> number of wetlands on it, and the concept plan includes 319 dwelling units in a variety of <br /> housing types including both townhomes and single family dwellings. <br /> Currently, the park is located in the middle of the site along the south property line. If the <br /> Commission agrees with the acquisition of Outlot K, staff recommends that the park be <br /> relocated to the east to align with Outlot K of Trott Brook Farms 1'Addition. Two options for <br /> park are provided;both would increase the land area of Outlot K(23 acres,about 1/2 is wetland) <br /> and allow for some cash dedication. The maximum dedication the City could request is 11 acres, <br /> credit would not be given for wetlands. <br /> • Recommendation <br /> Staff requests that the Commission provide direction to staff and the developer regarding the <br /> concept plan and park dedication requirements for the Becker property. <br /> S:\PLANNING\MICHMC\PARKNREC\Beckerprop.doc <br />
