Just
recently a citizen contacted the Parks and Recreation Department on how to plant a tree in honor of a
loved one. Currently, the city does not have a good way of doing this. It has been on a case-by-case
basis. Without a policy,it is not a very welcoming experience and it is inconsistent.
The main purpose of a policy for donations is to establish guidelines, standards and procedures for the
installation and care of donated elements in parks and city owned properties. Staff desires to encourage
donations while at the same time managing aesthetic impacts and mitigate on-going maintenance costs.
A sample policy outline is attached to begin discussion at the June 11 meeting. Staff is recommending
that based on discussion from the Commission that a work session is planned for July 9 to review policy
concepts and ideas.
Once the policy is approved, staff will work on marketing to promote park donations.
It will be August or later before a policy is recommended and then approved by City Council. In the
meantime, staff will continue to work with the Rotary and Lions Club on a bench memorial for Bailey
Point Nature Preserve.
Financial Impact
The plan is for a new policy to consistently outline the actual cost of donating a park element that
includes costs for installation and maintenance.
Attachments
• Memorial and Donation Policy Outline
r MEREI 1 ATURE
