cay of <br /> Elk <br /> Resolution No. 14-21 <br /> River <br /> Member Wes tgaard introduced the following resolution and moved its adoption: <br /> A Resolution of the Elk River City ouncil Approving Notice of Summary <br /> Publication of Ordinance No. 14,-06, an Ordinance Providing for the Controll of <br /> Fats, Oils and Grease (FOG) in the City Sanitary Sewer System <br /> WHEREAS, increased demand on the City's Sanitati <br /> y Sewer Systemand Publicly Owned <br /> Treatment Works necessitates implementing more stringent rules and regulations on waste <br /> dischargers; and <br /> WH E REAS, on May 5, 2014, the 1,'Ik River City adopted (..)rdinance No. 14-06 amending <br /> I <br /> Sections 78-91, 78-93 and 78-156, of the Elk River Code of Ordinances; and <br /> WHEREAS,, Ordinance No. 14-06 provides for the control of fats, oils and grease (FOG) in the <br /> City Sanitary Sewer System by: <br /> Adopting definitions of 1,OG, Best i\lanagernent practices (BMPs), l,'O(-', <br /> Enforcement Response plan (ERP), F'ood Service: Establishment (FSFI), Food <br /> Manufacturer/Processor (FNI/1") and related terms; and <br /> City I <br /> E'stablishing a C , `(_)G I Control Program; and <br /> Requiring, FSF,'s and FM/P's to participate in the City FOG Control Program <br /> and adopt BMPs and ERP's; and <br /> Providing for enforcement and penalties for noncompliance with thel'OG <br /> Control Program; and <br /> WHEREAS, a copy of the full text of Ordinance No. 14-06 is available for inspection by any <br /> person at the office of the Elk River City Clerk, 13065 Orono parkway, during regular busiliess <br /> hours, Monday through FridaNp. <br /> NOW, THEREFORE, be it resolved, that the City Council, by at least four-fifths vote, authorizes <br /> publication of the title and a sumiriary of Ordinance No. 14-06,. <br /> The motion for the adoption of the foregoing resolution was duly seconded by Member <br /> Motin , and upon vote being taken thereon, the followliag voted in favor thereof: <br /> Mayor Dietz, Councilmembers Wilson, -Westgaard, Burandt, and Motin <br /> and the following against: no one whereupon said resolution was declared duly, <br /> passed and adopted. <br /> Passed and adopted this 19" day of May 2014, <br /> AYFF'S"I'- _jo J.
