City of <br /> Elk - Request for Action <br /> River O. <br /> To Item Number <br /> Mayor and City Council 4.10 <br /> Agenda Section Meeting Date Prepared by <br /> Consent May 19, 2014 Justin Femrite, P.E., City Engineer <br /> Item Description Reviewed by <br /> Professional Services for 2015 Improvements Cal Portner, City Administrator <br /> Reviewed by <br /> Action Requested <br /> Approve,by motion, $263,886 in professional services from Bolton&Menk,Inc., associated with <br /> engineering services for upcoming improvement projects. <br /> Background/Discussion <br /> In anticipation of needing to begin design of projects scheduled for construction in 2015, staff has <br /> advertised a Request for Proposal (RFP) for professional engineering services. <br /> The RFP detailed 3 separate projects; design and construction administration for the 2015 Street <br /> Improvement Project and the Eastern Area Trail and Mobility Improvement project;and the preparation <br /> of a feasibility report for the Yale Street connection,from 171"Avenue south past 167"'Avenue to the <br /> newly proposed intersection with Trunk Highway 10. While the Yale Street connection is not scheduled <br /> for construction, staff is recommending a detailed feasibility report to fully understand all potential right- <br /> of-way impacts. <br /> The RFP was advertised on the League of Minnesota Cities and the City or Elk River websites. We <br /> received four proposals which ranged in price from$263,886 to $495,206. <br /> Staff interviewed Bolton&Menk,Inc. on May 13, 2014. Bolton&Menk emphasized they were very <br /> comfortable in their ability to deliver a successful project for the city at the price they proposed. Based <br /> on the interview feedback, our review of their proposal, and past positive working history with their firm, <br /> staff is recommending award of the work to Bolton&Menk, Inc. in the amount of$263,886. <br /> Upon the approval by the City Council, staff will work with Bolton&Menk,Inc. to finalize a contract <br /> and begin work immediately. <br /> Financial Impact <br /> The total financial impact for engineering services associated with these three projects will be $263,886. <br /> The specific amounts associated with each project will be charged to the project budgets. <br /> Attachments <br /> ■ Bolton &Menk,Inc.
