Rolfe, Chief of Police <br /> and Recognition <br /> Item Description Reviewed by <br /> Oath of Office: Patrol Sergeant David Windels Cal Portner, City Administrator <br /> Reviewed by <br /> Action Requested <br /> Mayor to administer the Oath of Office to Sergeant David Windels <br /> Background/Discussion <br /> The promotion of Officer David Windels to Patrol Sergeant was approved by Council action on April 7, <br /> 2014. <br /> It is a tradition in the Police Department that the Oath of Office be administered at an open Council <br /> meeting as a means of publicly acknowledging promotions.The Oath of Office is a public statement of <br /> commitment to support the Constitutions of the United States of America and the State of Minnesota; <br /> and to uphold the laws and statutes of the State of Minnesota and the ordinances of the City of Elk River. <br /> The chief of police will make a brief presentation about Sergeant Windels.
