Rolfe, Chief of Police <br /> Item Description Reviewed by <br /> Promotion of Officer David Windels to Patrol Cal Portner, City Administrator <br /> Sergeant Reviewed by <br /> Action Requested <br /> Approve,by motion,the promotion of Police Officer David Windels to Patrol Sergeant, effective April <br /> 14, 2014. <br /> Background/Discussion <br /> The Council approved the creation of a Special Services Sergeant position in the 2014 Police Department <br /> budget. A current patrol sergeant will be assigned to that position,which will create a supervisory <br /> vacancy on one of the patrol shifts. The Police Department conducted a selection process to fill this <br /> vacancy. Officer David Windels has been selected as the most qualified for the position. <br /> Officer Windels is an eight-year veteran of the Police Department. Prior to that,he worked for the <br /> Goodhue County Sheriffs Office and the St.Joseph Police Department. He holds an AAS degree in law <br /> enforcement. Officer Windels is a department firearms and defensive tactics instructor,peer counselor, <br /> and member of the bike team. He is the countywide coordinator of the Toward Zero Deaths/Collision <br /> Reduction and Safer Highways program. Officer Windels is the current SWAT team leader. <br /> Officer Windel's awards and recognition include: the police service ribbon, 2 lifesaving awards, 6 unit <br /> citations, 5 year service ribbon, SWAT, training cadre, and peer counselor service ribbons. <br /> Financial Impact <br /> This is a budgeted position.
