The CUP is not a building permit and the applicant must apply for and receive approval of required building and sign permits before construction may begin. 2. The building shall meet all building and fire codes. 3. The applicant must apply for and receive approval of all required sign permits before signage may be installed. 4. Capacity of the school shall not exceed 150 students. 5. Inclusion of grades other than 6`b grade will require an amendment to the CUP. 6. No school-related parking on the adjacent public streets. 7. All concrete masonry units shall be the same color as the wall color they are infilling. 8. Due to the industrial nature of the neighborhood,the school recognizes that noise, odors,truck traffic, and other undesirable effects may be present. Background/Discussion The applicant is seeking approval of a CUP to operate an Institutional Use (school) in an existing building at 11044 Industrial Circle. The subject property is zoned Business Park (BP) where institutional uses are listed as a conditional use. The school proposes to occupy 10 units, approximately half, of the commercial condo building. In 2011, the applicant received a CUP to operate a school at 17796 Industrial Circle, accommodating grades 6-12 with a capacity,per the existing CUP, of 525 students. Spectrum plans to move the sixth grade class to the new facility and backfill the vacancy at the existing location with grades 7-12. An increase of high school-aged students will impact the parking requirements at the existing facility. Increased parking will require site plan review and may require an amendment to the CUP. Public Hearing No one spoke during the public hearing. Staff has not received any comments for or against the current application,but has received a number of requests for information. Additionally,prior to this application staff received a request for a stop sign at the intersection of Industrial Blvd and Twin lakes Road. After reviewing the warrants for stop signs, the concerned party was informed that the Council will need to order a traffic study. It is recommended that Spectrum pay for that study,if desired.
