City of <br /> Elk Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 8.2 <br /> Agenda Section Meeting Date Prepared by <br /> General Business March 3, 2014 Zack Carlton,Planner <br /> Item Description Reviewed by <br /> Formation of a Save the Water Tower Jeremy Barnhart,Deputy Director, CODD <br /> Subcommittee Reviewed by <br /> Cal Portner, City Administrator <br /> Action Requested <br /> Approve,by motion,the formation of a subcommittee to accept donations for the restoration of the <br /> Jackson Street Water Tower. <br /> Background/Discussion <br /> The Heritage Preservation Commission (HPC) wants to establish a subcommittee to work through the <br /> formation of a 501(c) (3) designation that will help fundraising efforts for repairs to the Jackson Street <br /> Water Tower. <br /> The subcommittee is necessary to facilitate meetings more frequently than once per quarter, as <br /> established by ordinance. The water tower was listed on the National Register of Historic Places in 2012 <br /> and the successful nomination of the historic structure has increased public awareness. With formation of <br /> the subcommittee the HPC is looking to use the momentum to raise money for the structure's <br /> restoration. <br /> The HPC discussed the formation of a subcommittee during their February 20, 2014, special meeting and <br /> voted to research the next steps for the formation of a non-profit 501(c) (3) designation. A non-profit will <br /> allow the subcommittee to accept tax deductible donations for the restoration. Commissioner Fox agreed <br /> to further investigate the requirements and,with Council approval,will propose the next steps to the <br /> HPC during their March 20, 2014, special meeting. <br /> The subcommittee organization has not yet been finalized but is anticipated to include a member at large, <br /> one member from the County History Center,two HPC representatives, and one City Council <br /> representative.
