Item # 9.C.1. <br />tctver <br />MEMORANDUM <br />TO: Park and Recreatio i,Commission <br />FROM: Michele McPherson, Director of Planning <br />DATE: October 9, 2002 <br />SUBJECT: Landfill End Use <br />Attachments <br />• Location Map <br />• Landfill End Use Master Plan, URS Consultants <br />Background <br />Purpose <br />The owners and operators of the Landfill, Waste Management, during their last permit <br />renewal process were required to prepare a Landfill End Use Plan for review and acceptance <br />by the City of Elk River prior to application for the next conditional use permit and permit <br />renewal. <br />It should be noted, however, that the End Use Plan will be integrated into the next <br />conditional use permit application and will not be presented to the City Council until <br />sometime in 2003 -04. Staff will bring the End Use Plan back to the Commission at that <br />time for a final recommendation. <br />Process <br />Waste Management worked with the Park and Recreation Commission and members of <br />Livonia Township to identify a Landfill End Use Plan for when the landfill is closed. The <br />Commission toured the landfill in March 2002. This provided the Commission an <br />opportunity to become familiar with the landfill operations and to observe the surrounding <br />landscape. In April, the Commission and members from Livonia Township brainstormed a <br />variety of concept ideas, which were then "massaged" by Waste Management's consultant, <br />URS, into several site plans which were reviewed by the Commission in May.
