Staff would like direction regarding establishing a policy for such requests. <br /> Items to consider in a policy would include: <br /> 1. Requiring an application for a neighborhood skating rink. <br /> 2. Creation of the skating oval, i.e., plowing the area to be flooded. <br /> 3. Responsibility of flooding the rink- Could this possibly be a neighborhood activity or <br /> would this be the responsibility of Public Works? <br /> 4. Snow removal from the ice surface. <br /> 5. Requiring a neighborhood contact person. <br /> 6.
