City of <br /> Elk=' Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 8.1 <br /> Agenda Section Meeting Date Prepared by <br /> General Business February 3, 2014 Jeremy Barnhart,Deputy Director, CODD <br /> Item Description Reviewed by <br /> Natures Edge Business Center Phase II Cal Portner, City Administrator <br /> Reviewed by <br /> Action Requested <br /> Direct,by motion, staff to initiate appropriate land use and zoning map amendments. <br /> Background/Discussion <br /> On December 16, 2013, the Economic Development Authority (FDA) directed staff to complete a state <br /> DEED grant application to help fund Phase II of Natures Edge Business Center, a planned three lot <br /> expansion of Phase I. Staff understands that the EDA expects Phase II to be jobs based,primarily <br /> industrial or business park zoning. The grant is for industrial uses, and expressly prohibits retail uses. <br /> In preparing the application,it is noted that the western 2/3 of the project is guided and zoned for <br /> Highway Businesses,which allows retail uses. The Focused Area Study also identifies the same area as <br /> Destination Retail or Temporary Retail. <br /> With current zoning,the project would only add about 10 acres of industrial development (split in some <br /> fashion by the east/west road),which would likely severely weaken the grant application. The Council <br /> could make the grant application as is, or amend the land use to be more consistent with the EDA's <br /> expectation,and the grant.
