Item #9.C.I. <br /> .>"44h,City of <br /> Elk <br /> River MEMORANDUM <br /> TO: Park and Recreatio Commission <br /> FROM: Michele McPherson, Director of Planning <br /> DATE: May 14, 2003 <br /> SUBJECT: Consider Revised Maintenance Plan — Oak Savannah Park <br /> Attachment <br /> • Proposed Maintenance Plan <br /> Background <br /> On Monday,April 14`h,Councilmember Dietz and Mayor Klinzing, along with Park and <br /> Recreation Commissioners Anderson,Nystrom and Peterson met with several <br /> representatives of the Country Crossing neighborhood regarding the maintenance of Oak <br /> Savannah Park. The neighbors were concerned regarding the overall appearance (unkempt) <br /> of the park,the habitat for mosquitoes created by the detention ponds, and lack of <br /> bituminous walking trails. There did not,however,appear to be consensus for any solution <br /> regarding the park. Commissioner Anderson provided an overall history of the park and the <br /> purpose for the prairie restoration project that has been ongoing since the concept plan was <br /> approved in 1999. <br /> Staff has since met on site to discuss an alternative maintenance plan and is proposing that <br /> the Commission consider the attached plan. The plan indicates areas of prairie restoration, <br /> woodland restoration, and areas to be mowed and maintained as in other parks. The <br /> maintenance plan would include maintaining the woodchip trails with a 5 foot mowed area <br /> on either side and 3 foot mowed areas along the back of the sidewalks adjacent to Orono <br /> Parkway. In addition, staff is proposing to establish woodland restoration areas adjacent to <br /> the residential homes,which would be comprised of native shrubs such as gray dogwood, <br /> hazelwood, chokecherry,and other similar species and the introduction of native flowering <br /> woodland plants such as mayapple, bloodroot,trilliums, etc. An Eagle Scout is interested in <br /> working with staff to develop a planting plan, budget, and installation schedule for the <br /> woodland restoration areas. <br />
