If <br /> recommended by the Parks Commission, staff may continue to work with the Windsor Park 3rd Home <br /> Owners Association (HOA) through 2014 and consider incorporating their park into the 2015 budget <br /> cycle <br /> Background/Discussion <br /> At the September 11, 2013 Parks and Recreation Commission meeting, a representative for HOA <br /> indicated that the HOA wanted to give ownership and maintenance of their private park to the city. The <br /> commission directed staff to assemble estimated costs for maintenance and upgrades. The Parks <br /> Supervisor worked with the Treasurer of the HOA and compiled this information which is outlined <br /> below. <br /> Currently in the 2014 budget, no monies have been earmarked for this project and the staffing level in <br /> the parks maintenance department is limited. If the Parks and Recreation Commission is interested for <br /> the city to take ownership of this park, it will still require City Council action to make the decision final. <br /> Currently, the city has at least three other areas that have park amenities that are privately owned by an <br /> HOA. The decision to take ownership of this private park may set precedence for other private owners <br /> to approach the city. This HOA has already turned over responsibility of their trail system to the city. <br /> NATURE <br />
