City of <br /> Elk=' Request for Action <br /> River <br /> To Item Number <br /> Mayor and Council 4.12 <br /> Agenda Section Meeting Date Prepared by <br /> Consent Ijanuary 6, 2014 Michael Hecker, Parks and Recreation Director <br /> Item Description Reviewed by <br /> Oak Knoll Athletic Lighting Project Tim Simon, Finance Director <br /> Reviewed by <br /> Cal Portner, City Administrator <br /> Action Requested <br /> Approve by motion,the following vendors for the Oak Knoll Athletic Lighting project. <br /> Background/Discussion <br /> This project was first reviewed by City Council at the November 4, 2013, City Council Work Session and <br /> subsequently included in the 2014-2018 Capital Improvement Plan. It includes installation of athletic <br /> field lighting for football and lacrosse. On December 2, 2013, the Council approved project funding and <br /> an agreement between the City of Elk River and the Elk River Youth Football Association to donate <br /> $73,000 toward this project over the next several years. <br /> In order to keep pricing for the athletic lighting at 2013 levels,we are requesting approval of the <br /> contracts,now even through the project will not be completed until this summer. This price will increase <br /> 3-5%later this month. The purchase of the athletic lighting is through US Communities, a national <br /> cooperative purchasing program which is similar to the state contract of which the City of Elk River is a <br /> member and has used before in the past for many purchases. <br /> The project includes new transformer, electrical and irrigation upgrades to the site that are required by the <br /> changes made to the athletic field with the new lighting poles. The breakdown of the various project <br /> costs and lowest quotes is as follows: <br /> GraybaR for Musco Sports Lighting $103,908 <br /> Rike-Lee Electric, Inc. for Electrical $13,700 <br /> Elk River Municipal Utilities for Transformer $5,094 <br /> Great Northern Landscapes for Irrigation $5,400 <br /> Total Project Costs $128,102 <br /> Financial Impact <br /> The budget for this project was $135,000. The cost for the athletic fields lighting and the mandated <br /> performance bond is $103,908. This also does not include sales tax of which the city saved $5,153. The <br /> total cost for this project is $128,102.
