In October, staff,working with the Downtown <br /> Rivers Edge group and the Arts Alliance,identified 14 projects to be evaluated by the HRA. The Rivers <br /> Edge group has identified decorative white lighting as their#1 priority and a representative will be <br /> present to discuss the project. The HRA had requested a representative of the Rivers Edge group to <br /> discuss their requested improvements at a future meeting. <br /> Lights proposed are LED and energy star rated and could be purchased at any local retail store. The two <br /> quotes are from Target$11.99 and Home Depot$8.49 per box. Three hundred boxes are needed. This <br /> includes the trees on sides of Main Street, the parking lot trees, and all side streets from The Bank of Elk <br /> River to Lowell Avenue.Therefore, the approximate cost is $3,597 from Target and$2,547 from Home <br /> Depot, exclusive of taxes. <br /> Staff believes that infrastructure improvements (electrical system, signage,landscaping) best fit the role of <br /> the HRA. The HRA should discuss their priorities with regard to identified projects. <br /> The HRA budget includes $30,000 for the implementation of the Downtown Plan, of which the lowest <br /> quote $12,735 was approved to upgrade the electrical system through the downtown area. $20,000 is <br /> budgeted for 2014.
