• MINUTES OF THE JOINT ELK RIVER <br /> HERITAGE PRESERVATION& <br /> PARKS AND RECREATION COMMISSION <br /> Monday,December 10,2012 <br /> HPC Members present: Chair Lance Lindberg,Stephen Rohlf and Joshua Fox <br /> Parks &Recreation Members present:Dave Anderson,Mike Nziolek,Mark Ahlness,Andrew <br /> Karlsen,James Nystrom,Dave Kallemeyn,Guenther Sagan <br /> HPC Members absent: Marilyn VanPatten and Debra Mortenson <br /> Staff Present: Environmental Administrator,Rebecca Haug <br /> Environmental Assistant,Rachel King <br /> Others Present: Chuks Ugochukwu,SCSU Professor,Joni Astrup,students from SCSU <br /> 1) Meeting called to Order <br /> The Joint meeting of the Elk River Heritage Preservation Commission and Parks &Recreation <br /> Commission was called to order at 4:30 p.m.by Chair Lindberg and Chair Anderson. <br /> 2) GENERAL BUSINESS <br /> 2.1 Presentations by SCSU Students <br /> • Professor Ugochukwu introduced himself and discussed the project his students have been working <br /> on. The students studied five different areas and will give brief presentations on their trail marker <br /> concept design. <br /> The first group presented on the battle between the Ojibwe and Dakota. The concept is a map of <br /> Minnesota with touch buttons which would be solar powered. The map is the color of Minnesota, <br /> gold and maroon as they are the primary war colors. <br /> The second group presented on the Elk River Milling District. The graphic showed images of Ard <br /> Godfrey,who was an influential figure of the time for the milling district as well as photos of the old <br /> mills. <br /> The third group presented on the history of Elk River Football. At one time,the football teams were <br /> paid to have scrimmages at Bailey Point. The group discussed how Robert Handke built the first <br /> high school and expanded the school district. Arne Engstrom is responsible for the Elks logo for <br /> Elk River School District. They explained how the Handke Pit has been restored and placed on the <br /> National Register of Historic Places. <br /> The fourth group presented on the Oxcart Trail and envisions a simple trail marker with limited <br /> words. The display showed the trail systems that were used to transport materials from St.Paul to <br /> Canada <br /> The fifth group presented on the CountyFairgrounds that used to be at Bailey Point as well as the <br /> golf course and campground. Their design concept is to have interactive buttons on an image of the <br /> golf course. They also had a concept with a ferris wheel. Each of the seats on the ferns wheel would <br /> represent a different event is the history of the fairgrounds such as a listing of all of the first fair <br /> • officers. There was also information about the Grange and Oliver Kelley. <br />
