City of <br /> El *i_ <br /> Request for Action <br /> River <br /> - To Item Number <br /> Parks and Recreation Commission 7.1 <br /> Agenda Section Meeting Date Prepared by <br /> Action Items October 9,2013 Michael Hecker,Parks and Recreation Director <br /> Item Description Reviewed by <br /> Parks Improvement Fund Cal Portner, City Administrator <br /> Reviewed by <br /> Action Requested <br /> City staff recommends that the Parks and Recreation Commission approve the Parks Improvement Fund <br /> projects for 2014, including the Oak Knoll football field lights. <br /> Background/Discussion <br /> The discussion on parks projects for 2014 started at a work session on September 10. The <br /> recommendations from this work session were reviewed and then presented with updates at a second <br /> work session on October 2. The final recommendations for park projects, in priority order,for 2014 <br /> from both staff and the Parks Commission are listed on the attached Parks Improvement Fund <br /> spreadsheet. <br /> One of the major project updates is the Oak Knoll football field lights. It was discussed at the October 2 <br /> work session that this project be paid for from a separate funding source because it's a onetime non- <br /> recurring expense. It is a unique project providing athletic field lighting for a 100-yard football field that <br /> includes a donation of$73,333 from the Youth Football Association and the Youth Lacrosse <br /> Association. Both associations have stressed the need for an additional lighted field in Elk River. <br /> All of the projects on the attached spreadsheet will be presented to City Council at a work session on <br /> November 4. <br /> Financial Impact <br /> The projects proposed on the 2014 Parks Improvement Fund spreadsheet will be paid for from revenues <br /> from the city liquor stores. City Council will need to approve the football field lights paid for from a <br /> separate fund that will be discussed at the November 4 City Council work session.
