Staff will need more information regarding wetlands and memorials before a <br /> decision can be recommended. <br /> Background/Discussion <br /> Staff has been approached by the Elk River Rotary to develop a memorial at BPNP (Bailey Point Nature <br /> Preserve) in memory of Thomas Jay NcNair. The proposed location is at the confluence of the Elk and <br /> Mississippi Rivers and includes two benches with area pavers. Lynn Caswell from the Rotary will present <br /> the memorial concept at the October 9 Commission meeting. <br /> While the Commission may initially review the concept plans for a memorial,staff is currently <br /> researching the constraints of its location in a floodplain. The two benches and/or the pavers maybe an <br /> issue for construction and ongoing maintenance. <br /> According to the conservation easement for BPNP, structures such as benches and picnic tables are <br /> allowed as long as they do not impair or interfere with the natural habitat or scenic qualities of the <br /> property. The question of the location at the confluence and the proposed pavers are being reviewed by <br /> staff through the Minnesota Land Trust. <br /> Financial Impact <br /> The Rotary has a budget of up to $10,000 to construct the memorial.
