>1*,
Elk River
Municipal Utilities
322 King Avenue
Elk River, MN 55330 phone: 763.441.2020
Fax:763.441.3099
April 1, 2003
To: Elk River Municipal Utilities Commission
John Dietz
Jerry Takle
James Tralle
From: Bryan C. Adams
Subject: Underground Electrical Projects
Our 2003 budget contains a $320,000 item to construct an underground feeder on County
Road 1. See the attached route on the Connexus Energy territory acquisition map. The
reason to construct this feeder is to provide a loop feed to area 21. This project also
becomes more important with the temporary removal of our feeder along Highway 169
and County Road 33, due to the County Road 33 overpass construction this year. Also
our feeder along Proctor Avenue just south of County Road 33 will also be removed due
to the lowering of Proctor Avenue. This was a back-up feed to Area 21 as well.
In the process of completing plans and specifications, we find Sherburne County is
planning to rebuild County Road 1 from the Country Club north in the 2005 time frame.
This will include widening County Road 1, adding turn lanes and changing back slopes,
although no additional KW will be required. Staff feels it would be ill advised to
construct such a large capital project, now knowing it must be modified in a couple of
years to accommodate the County.
The 2003 budget contained a $82,000 item to rebuild an existing overhead line on County
Road 13 to support territory acquisition areas 14, 16, & 17. This project was delayed a
year due to lack of funds. This project was planned to be constructed overhead, but due
to some right of way issues, a better solution may be to construct a portion of it
underground. This cost will be verified after the design is complete. See attached
acquisition drawing. After the design and cost estimates are completed, staff will return
to this commission with a recommendation.
