Elk River
Municipal Utilities
13069 Orono Parkway phone: 763.441.2020
Elk River, MN 55330 Fax 763.441.8099
September 1, 2004
To: Elk River Municipal Utilities Commission
Jerry Takle
James Tralle
John Dietz
From: Bryan Adams
Subject: 2005 Proposed Capital Project
Attached is the proposed 2005 Capital Budget for administration, electric and water
department. We can discuss in detail at our meeting the specifics of each budget
component. The attachments include the following:
I) 10 year Capital Project Projections.
2) Detail of Water and Electronic Technologies Department Capital Projects.
3) Detail of Electric Department Capital Projects.
4) Time Table of Electric Department Substation, feeder and normal distribution
construction.
Because of our new administration facility, we have very few needs except for computer
up-grades.
We are also planning to install a 4th engine/generator at the landfill next year at an
approximate cost of$600,000. The actual timing will be determined by Elk River
Landfill when they are confident they have enough gas to support this additional engine.
The large variable cost is securing the modifications to the air emissions permit. Our
plan is to extend the existing contract (load agreement, gas purchase, 0 & M agreement,
and power purchase) under the same terms and conditions. Because Sherburne County is
providing the funding, there is little capital budgeting impact on Elk River Municipal
Utilities.
