Staff will need more financial information from the Home Owners Association <br />before a decision can be recommended. <br />Background /Discussion <br />Staff was approached by the Windsor Park 3' Addition Home Owners Association (HOA) to open <br />dialogue for transferring their park property to the city. They feel that the property would be a nice asset <br />for the city and requested that this become a Commission agenda item for the September 11 meeting. <br />While it is currently a private park, it has become a popular destination for people living outside the <br />HOA. These users are often the cause for additional repairs and maintenance to the park, which have <br />become an unwelcome burden to the association. <br />The park features a small Landscape Structures playground, swing set, riders, benches and a3/4 sized <br />asphalt basketball court. The park is fully irrigated. The development has 88 total lots with 77 homes. <br />The neighborhood park in the center of the development was built, developed and improved by the <br />original developer and the HOA. In the past, the HOA did wok with staff to donate the section of trail <br />parallel to County Road 33 /Ranch Road. <br />Members of the HOA are expected to attend the discussion. Staff inspected portions of the park and <br />plan to make a short presentation on the parks features and conditions at the September 11 meeting. <br />Financial Impact <br />No estimates have been calculated for the costs to transfer ownership and maintenance.
