Background /Discussion Westwood subdivision was platted in the 1950's and during that process, a portion of the subdivision was indicated as "park ". It is shown on the plat exhibit as the area south of Lot 10 Block 5 and north of Lake Orono. It is unclear as to the ownership of this parcel but staff is working with the county to identify the owner. This area was platted when that area was in the township. Since then, this area has become part of the City of Elk River. Two streets were indicated on the plat as Western Avenue and Park Avenue giving access to the "park" and other properties. The "Park Lane" street right -of -way provides no benefit to the city or Elk River Municipal Utilities. Staff has no concern with vacating a portion of this street. The "Western Avenue" street right -of -way may provide access to what might be park land. Staff has concern with vacating this street, as it is unclear what the status of the property shown as "park" is an how it may be accessed. The action requested is for the position of the Parks and Recreation Commission on the street vacation. We are not looking for direction on the use or need of the property labeled "park ".
