MEETING OF THE ELK RIVER PLANNING COMMISSION HELD AT ELK RIVER CITY HALL TUESDAY, MAY 25, 2004 Members Present: Chair Ropp,Commissioners Anderson,Curtis,Lemke,Offerman,Pederson and Stevens Members Absent: None Staff Present: Michele McPherson,Director of Planning;Scott Harlicker,Senior Planner,Debbie Huebner,Recording Secretary 1. Call Meeting To Order Pursuant to due call and notice thereof,the meeting of the Elk River Planning Commission was called to order at 7:10 p.m.by Chair Ropp. 2. Consider 5/25/04 Planning Commission Agenda MOVED BY COMMISSIONER PEDERSON AND SECONDED BY COMMISSIONER ANDERSON TO APPROVE THE MAY 25,2004 PLANNING COMMISSION AGENDA. MOTION CARRIED 7-0. 3. Consider 4/27/04 Planning Commission Minutes MOVED BY COMMISSIONER ANDERSON AND SECONDED BY COMMISSIONER LEMKE TO APPROVE THE APRIL 27,2004,MINUTES. MOTION CARRIED 7-0. 4. Planning Commission Representative to Attend Tune City Council Meeting Commissioner Pederson will attend the June 21,2004 City Council meeting. 5.1. Request by BMS Investments,LLC for a Conditional Use Permit for a Truck Terminal,Case No.CU 04-14 Director of Planning Michele McPherson introduced the request by BMS Investments for a conditional use permit for a truck terminal on Jarvis Street in the Cascade Industrial Park. The applicant proposes to construct a 6,000 square foot building for storage of trucks and trailers and a small office space. Ms.McPherson reviewed the site plan,parking and access, use as a truck terminal,landscaping,and building elevations. Staff recommends approval of the conditional use permit with the seven conditions listed in the staff report to the Commission dated May 25,2004. Commissioner Stevens asked if the requirement for a Class V surface on the outside storage area should be included as a condition. Ms.McPherson stated that an eighth condition could be added to address this issue. Chair Ropp opened the public hearing.
