Honorable Mayor and City Council City of Elk River 13065 Orono Parkway PO Box 490 Elk River, MN 55330-0490 RE: ORONO PARKWAY IMPROVEMENTS Dear Council Members: As directed, we have completed the preparation of plans and specifications for the Orono Parkway modifications to facilitate the expansion of the City Hall and new Public Safety facility. The improvements consist of closing the existing median openings no longer needed, creating new median openings where needed, lowering the median elevation to the top of the curb line, lowering the existing lights to the new median height, and installing a new irrigation system. A determination on median treatments has not been made at this point in time and is not included as part of this contract. The architect working on the City Hall expansion is preparing some concepts for the median treatments that will tie into the City Hall landscaping theme. This work will be done under a separate contract. Work on Orono Parkway is planned to begin on July 15, 2002, or later, after the County Fair is over. Work will be done under traffic. I will be meeting with representatives of the Fair Board on May 28, 2002, to discuss their needs for additional access off of Orono Parkway. Any changes to the plans for this can be made by an addendum or change order. Attached for your consideration is a resolution approving the plans and specifications and authorizing the advertisement for bids. Bids would be opened on June 11, 2002, and be ready for presentation to the City Council at your June 17, 2002, regularly scheduled meeting.
