E Request for Action <br /> River <br /> To Item Number <br /> Economic Development Authority 6.3 <br /> Agenda Section Meeting Date Prepared by <br /> General Business September 16, 2013 Brian Beeman, Director of Economic <br /> Development <br /> Item Description Reviewed by <br /> Authorize Brian Beeman,Director of Economic Jeremy Barnhart,Deputy Director, CODD <br /> Development to attend a National Development Reviewed by <br /> Council Training Course. <br /> Action Requested <br /> Authorize Brian Beeman,Director of Economic Development to attend a National Development <br /> Council Training Course. <br /> Background/Discussion <br /> On February 11, 2013, the EDA authorized Assistant Director of EDD to attend one of 4 NDC training <br /> courses in Philadelphia, authorizing the expenditure of$5,804. With the departure of the Assistant <br /> director, the tuition already paid can be transferred to the Director but not refunded. Staff proposes the <br /> Director attend the Real estate finance training November 18-22 in Nashville TN. <br /> The National Development Council (NDC) offers intense,rigorous courses focused on finance for <br /> economic development professionals. Each course covers as many hours as an average college class,and <br /> culminates in a final examination. Courses teach crucial economic development finance skills. <br /> The course is part of a four-course Economic Development Finance Professional certification. <br /> Information about the course is attached. <br /> Economic development finance is an essential function of the Director's position. Job duties such as <br /> administering the micro-loan fund, assisting prospective clients through the development process and <br /> marketing financing programs all rely heavily on knowledge of economic development financing. The <br /> NDC coursework will help Mr. Beeman establish a better understanding of all of these topics. <br /> November 18 is a regularly scheduled EDA meeting. Mr. Beeman will prepare the agenda packet and <br /> appoint a staff person to fill in for the meeting. Mr. Beeman will be available for before or after the NDC <br /> training to answer any questions from the EDA meeting. <br /> Following the completion of this course, the National Development Council requires two more courses <br /> in order to certify Mr. Beeman as an Economic Development Finance Professional. <br /> Financial Impact <br /> On February 11, 2013 the EDA authorized Clay Wilfahrt,Assistant Director of Economic Development <br /> to attend two NDC courses for the amount of$5,804.The tuition has already been paid.Additional costs <br /> incurred from airline tickets, hotel,food,travel,and parking is estimated at$1,722. <br /> lilitite i T <br /> NAME <br />
