• MINUTES OF THE SPECIAL ELK RIVER <br /> HERITAGE PRESERVATION COMMISSION <br /> Tuesday,April 26,2013 <br /> HPC Members present: Vice Chair Debra Mortensen,Joshua Fox,and Marilyn VanPatten <br /> HPC Members absent: Lance Lindberg and Stephen Rohlf <br /> Staff Present: Environmental Administrator,Rebecca Haug <br /> Others Present: Stewart Wilson,Council Liaison <br /> 1) Meeting called to Order <br /> Elk River Heritage Preservation Commission was called to order at 6:03 p.m.by Vice Chair <br /> Mortensen. <br /> 2) Consider Agenda <br /> MOTION TO APPROVE THE AGENDA BY COMMISSIONER FOX AND SECONDED BY <br /> COMMISSIONER VANPA1'1`EN. ALL IN FAVOR MOTION CARRIED. <br /> 3) Minutes <br /> MOTION TO APPROVE THE MARCH 21,2013 MINUTES BY COMMISSIONER FOX AND <br /> SECONDED BY COMMISSIONER VANPAl'1'EN. ALL IN FAVOR MOTION CARRIED. <br /> • 4) General Business <br /> 4.1) History Day Discussion <br /> The Commissioners went through the To-Do List for the event. Commissioner Fox stated the <br /> Grange is interested in having a booth and an Old Town Ball team has been set but need to find one <br /> more team. Commissioner VanPatten will check with the Baseball Hall of Fame in St.Cloud and <br /> talk to Kenny Ott about setting about another team. Commissioner Fox is going to suggest the <br /> Oliver Kelley Farm offer half price coupons for the day that would be picked up at the HPC or <br /> Grange booth. Commissioner Fox also stated that Diamond City Bread is open to donating bread. <br /> Commssioner Mortensen also indicated that Burger King is willing to donate free meals and she <br /> would contact Schwan's to see if they would be willing to offer free ice cream. Commissioner <br /> Mortensen asked for permission to apply for a 501c3 to make the water tower fundraising more <br /> official. The item will be added to the next agenda. The Best Historic Costume planning will be <br /> moved to Commissioner Rohlf. Commissioner VanPatten has been assigned to be in charge of <br /> entertainment for Art Soup. She will check with Denny Chuba on where the HPC's booth will be <br /> and ask for Rotary support.Staff Haug informed the commission that the Handke Stadium has been <br /> reserved and Community Education is helping to promote the event. She will send a waiver to <br /> Commissioner Fox for the ball players and start advertising. She indicated that someone from the <br /> cable department will be available for taping the day's activities. Commissioner Fox stated that once <br /> a flier is created he'd be willing to distribute it various locations. <br /> 4.2)Archaeological Survey Update <br /> Ms.Haug informed the HPC that the MHS Review Board approved the grant request for the 2013 <br /> Archaeological Survey for the amount of$11,223. The request was for$12,998 but there were many <br /> • requests for funding this year so there were deductions from the requests. Ms.Haug explained how <br /> and when the event would take place and why volunteers need to sign up. Commissioner Mortensen <br />
