City <br /> <br />INFORMATION <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />Mayor and City Council <br /> <br />Michele McPherson,~Director of Planning <br /> <br />DATE: May 20, 2002 <br /> <br />SUBJECT: Regulation of Promotional Events <br /> <br />The Mayor has expressed concerns regarding the promotional events conducted by the <br />Harley Davidson establishment located at 197th and Highway 169. The Harley Davidson <br />event schedule calls for six events per year; two include pig roasts. No liquor is served, and <br />the Police have not reported any parking problems. The CUP did not regulate any special <br />events at the location; therefore their events are within the City's guidelines. <br /> <br />Currently, the only events that the City regulates are temporary garden centers and tent <br />installations. These are both regulated via the general planning permit on an annual basis <br />and are reviewed by the Council on the consent agenda. Other events such as carnivals, <br />special sales events at car dealership, etc. are not regulated by the City. The Harley Davidson <br />events fall under the same category. <br /> <br />If the Council feels that this is an item the City should be regulating, an ordinance will need <br />to be crafted which would limit the number and types of these types of events conducted by <br />local businesses and organizations. They could be regulated in a way similar to the <br />temporary sign ordinance in which a form is filled out and a deposit is given, however, given <br />the amount of administrative staff time for this regulation, a nominal fee should be <br />considered. In addition, for future requests, conditions could be placed on a CUP request if <br />staff and the Council anticipate issues similar to the Harley Davidson concerns. <br /> <br />If the Council wishes it can direct staff to prepare ordinance language for your review at a <br />future meeting.
