Statute requires that resolutions are adopted by a 2/3 <br /> majority vote. <br /> BACKGROUND/DISCUSSION <br /> The WHY Church,located at the Elk River YMCA,proposes to donate the cost and installation of <br /> acoustic panels for the YMCA gym. Donations must be accepted by the City Council as the city owns <br /> the Elk River YMCA facility. <br /> Improved acoustics in the gym will make the space more suitable for a wide variety of events,including <br /> athletic activities. The WHY Church and the YMCA met with two acoustic panel vendors. The <br /> recommended product is from Acoustic Associates,which offers the best noise reduction rating,is the <br /> most visually appealing, and is designed to withstand typical gym activities (e.g.,impact from basketballs, <br /> volleyballs, etc.). The YMCA of the Twin Cities has contracted with Acoustic Associates on past projects <br /> and recommends them highly. <br /> The proposed installation would place the acoustic panels 20 feet above the floor with the height <br /> dimensions of the vertical windows in the gym. The panels are one-inch thick. The proposed project <br /> would complete the first half of the gym to the current divider.
