Howard R <br /> <br />, Green Company <br /> <br />Item # 5.4. <br /> <br />June 19, 2002 <br />File: 816941J-0060 <br /> <br />Honorable Mayor and City Council <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: <br /> <br />ORONO PARKWAY IMPROVEMENTS <br />ELK RIVER, MINNESOTA <br /> <br />Dear Council Members: <br /> <br />We have tabulated the bids opened on June 11, 2002, for the modifications to the Orono Parkway <br />median adjacent to the City Hall site. As you are aware, this project consists of closing unneeded <br />median openings, creating new median openings for the City Hall/Public Safety Building Expansion, <br />lowering the grade on the median, and lowering the lighting system. <br /> <br />There were two bids submitted. The following list provides the names of the bidders and their total bids. <br />Also attached is a detailed bid tabulation. <br /> <br />Northwest Asphalt, Inc. <br />DMJ Corporation <br /> <br />$161,121.75 <br />$162,189.44 <br /> <br />These bids are competitive, as demonstrated by the close proximity of them. However, they are higher <br />than the Engineer's Estimate. In analyzing the bids, it is apparent that approximately 60% of the total <br />Iow bid cost is for modifications to the existing lighting system. This involves removing all of the lights <br />including the bases, reinstalling new bases, new conduit and electrical wiring. Lowering the grade on <br />the median causes the need for this. We have been talking to Northwest Asphalt and have asked them <br />to investigate alternatives that would allow a lower cost for the electrical lighting modifications. If a <br />reasonable alternative for lowering this cost can be determined, we will present a change order for City <br />Council consideration at a later date. <br /> <br />Currently, given the timing for the initiation of the construction of the Public Safety Building and City Hall <br />Expansion, we would recommend award to Northwest Asphalt, Inc., in the amount of $161,121.75, <br />understanding that there may be an opportunity for a change order in the future to lower the cost for the <br />lighting system modifications. Attached for the City Council's consideration is a resolution which <br />awards the contract to Northwest Asphalt, Inc. <br /> <br />If you have any questions regarding this project, I will be in attendance at your June 24, 2002, City <br />Council meeting. <br /> <br />Sincerely, <br /> <br />Howard R.
