Elk REQUEST FOR ACTION <br /> River <br /> TO ITEM NUMBER <br /> Mayor and City Council 6.4 <br /> AGENDA SECTION MEETING DATE PREPARED BY <br /> Work Session March 11, 2013 Cal Portner, City Administrator <br /> ITEM DESCRIPTION REVIEWED By <br /> Alternative Office Hours <br /> REVIEWED BY <br /> ACTION REQUESTED <br /> Discuss summer office hours and provide staff direction. <br /> BACKGROUND/DISCUSSION <br /> In 2011, the city completed a visioning and goal setting program that identified four specific goal areas <br /> and a number of tasks. Some of the tasks were completed in 2012,while others awaited funding and <br /> prioritization. One task was an item to: CoVIete evaluation of alternative hours review. <br /> Following the 2008 economic collapse, a number of government organizations considered shortened <br /> work weeks to save money,with the State of Utah garnering national attention for imposing a 4-day work <br /> week. Utah has since returned to a 5-day workweek, citing little financial savings and the public desire to <br /> access state services on Friday. <br /> Currently, City Hall is open from 8-4:30,Monday through Friday. Some departments and divisions <br /> operate under different schedules throughout the year to meet their workload,including police, <br /> wastewater treatment, street maintenance,and park maintenance. <br /> After discussions with the management team regarding the 2012 Council goals, staff proposes for Council <br /> consideration, a change to summer office hours for City Hall from the current M-F 8 a.m. to 4:30 p.m. to <br /> M-Th 7:30-5 p.m. and Friday 7:30 a.m. to noon from Memorial Day through Labor Day. <br /> Why the change may be worth considering: <br /> 1) City Hall business traffic decreases significantly on Fridays in summer <br /> 2) Extended M-Th hours provide more time for residents and contractors to be served <br /> 3) Summer Fridays typically have decreased staff in City Hall <br /> If the Council has an interest in summer hours, a specific policy would be drafted for Council approval <br /> before implementation. <br /> FINANCIAL IMPACT <br /> There would be no discernible financial impact. <br /> Pv0WIAED 9i <br /> N:\Public Bodies\City Council\Council RCA\Agenda Packet\03-11-2013\Office houis.docx 4A f U R E <br />
