ACTION REQUESTED <br />Staff and the Planning Commission recommend approval of the Conditional Use Permit request, as <br />illustrated on the attached floor plan drawing dated November 26, 2012, with the following conditions: <br />1. As a conditional use permit is not a building permit, the applicant shall apply for all <br />required permits. <br />2. The development shall meet all applicable fire codes. The fire chief shall verify the <br />location of all fire hydrants, and may require additional hydrants necessary to preserve <br />the health and safety. <br />3. A sign package is not approved. <br />4. The plat shall be recorded and fees paid prior to release of the building permit. <br />5. Building permit shall not be issued until the property has been platted. <br />Approval will amend the conditional use permit in place for Cornerstone Auto Resource. <br />The property owner is requesting a conditional use permit to convert half of the existing detail space to <br />an oil change facility. Both the oil change facility and the car wash service are deemed to be accessory to <br />the car dealership. A conditional use permit is necessary because the oil change facility represents a <br />significant departure from what was originally approved. Oil change facilities are an appropriate use in <br />the highway business zoning district. <br />Planning Commission comments <br />The Planning Commission reviewed the application at their January 8 meeting.
