M :MO NDUM <br /> <br />Item # 5.7. <br /> <br />TO: <br /> <br />Mayor and Council <br /> <br />FROM: <br /> <br />Pat Klaers, City Administrator <br /> <br />DATE: June I 0, 2002 <br /> <br />SUBJECT: Consider Lease for House at Woodland Trails Park <br /> <br />In 1992 the city purchased a house, garage, and approximately two acres of land from Lloyd <br />and Sue Nord. This property is east of County Road 1 at the entrance into the Woodland <br />Trails Park direcdy north of the golf club. Prior to this purchase the only access to the park <br />was an undeveloped easement across this property. Prior to this purchase there was no <br />parking lot in Woodland Trails Park and anyone who wanted to use the park generally used <br />the golf course parking lot. <br /> <br />This house is still owned by the city and for the past six years has been rented by one family. <br />This family has recently purchased a home and has moved out. Street/Park Superintendent <br />Phil Hals is inspecting the property to see what type of routine repair and maintenance needs <br />to take place prior to the house being rented out again. <br /> <br />Mayor I~dinzing and HRA Commissioner Jean Lieser have discussed the need for transitional <br />housing with city staff, the City Council, and the HRA over the past year or so. The lack of <br />available housing after the Red Carpet Inn incident is the recent situation that highlighted <br />the need for transitional housing in Elk River. <br /> <br />Mayor IClinzing and Commissioner Lieser have been ~vorking with other local citizens and a <br />non-profit organization in order to help establish transitional housing in Elk River. The city <br />now has an opportunity to assist in this endeavor by leasing the Woodland Trails Park house <br />to the non-profit organization. By leasing this house to the organization, the city would then <br />not be leasing to individuals for transitional housing and should not have those typical <br />landlord responsibilities in terms of dealing with individual tenants. <br /> <br />Prior to even beginning to work out details (on who is responsible for what) and prior to <br />drafting any type of lease agreement, this issue needs to be discussed by the City Council. <br />Mayor Kdinzing will be addressing this issue to receive Council feedback and direction on <br />Monday, June 10, 2002. <br /> S/Council/Pat/Woodlandllouse <br /> <br /> <br />
