RESOLUTION 12-03 <br /> A RESOLUTION OF THE ELK RIVER <br /> HOUSING REDEVELOPMENT AUTHORITY <br /> • RECOGNIZING CONTRIBUTIONS OF JEAN LIESER SERVING ON THE ELK <br /> RIVER HOUSING REDEVELOPMENT AUTHORITY <br /> WHEREAS, On July 9,2001, the Elk River City Council appointed Jean Lieser to serve <br /> on the Elk River Housing Redevelopment Authority;and <br /> WHEREAS, On October 2,2006,Ms. Lieser was appointed to the Downtown <br /> Redevelopment Task Force to facilitate the Mississippi Connections <br /> Redevelopment plan approved by the City Council on December 3, 2012; <br /> and <br /> WHEREAS, Ms.Lieser participated in the redevelopment process which resulted in <br /> Granite Shores and Jackson Place; two mixed use developments offering 99 <br /> apartment units and 20,000 square feet of commercial space,and the Main <br /> Street Parking Plaza, adding additional public parking downtown;and <br /> WHEREAS, The HRA partnered with the Minnesota Home Ownership Center, the <br /> Minnesota Center for Energy and Environment,the Central Minnesota <br /> Housing Partnership,the Minnesota Housing Finance Agency,Tri- CAP <br /> and BASIC Outreach to provide and promote foreclosure prevention, <br /> housing rehabilitation, finance and homelessness programs;and <br /> WHEREAS, On December 1,2008,the HRA applied for Neighborhood Stabilization <br /> Program foreclosure recovery funds through the Minnesota Housing <br /> Finance Agency which resulted in a grant in the amount of$593,820 <br /> assisting 11 applicants with down payment assistance and one home <br /> acquisition;and <br /> WHEREAS, On May 2,2011,the HRA authorized a$90,000 interfund loan to the Elk <br /> River Pizza Ranch resulting in approximately$1,860,000 in private <br /> reinvestment, the creation of 4 full-time and 70 part-time jobs ;and <br /> WHEREAS, Jean Lieser's commitment,background and service has contributed to <br /> creating a strong and sustainable organization working to benefit the City of <br /> Elk River. <br /> NOW,THEREFORE BE IT RESOLVED the Housing and Redevelopment Authority in <br /> and for the City of Elk River,Minnesota expresses their grateful appreciation for her devotion of <br /> time,knowledge,and experience serving on the Elk River Housing Redevelopment Authority. <br /> Passed and adopted by the Elk River Housing Redevelopment Authority this 3rd day of <br /> December,2012. <br /> ATTEST: Stewart Wilson,President <br /> Annie Deckert, Executive Director <br />
