Elk REQUEST FOR ACTION <br /> River <br /> To ITEM NUMBER <br /> Housing Redevelopment Authority 5. <br /> AGENDA SECTION MEETING DATE PREPARED BY <br /> September 4, 2012 Annie Deckert, Director of Economic <br /> Development <br /> ITEM DESCRIPTION REVIEWED By <br /> Discuss 2013-2016 Strategic Plan Cal Portner, City Administrator <br /> REVIEWED BY <br /> ACTION REQUESTED <br /> Authorize staff to develop additional action steps and tasks to devise 2013-2016 EDA and HRA Strategic <br /> Plan <br /> BACKGROUND/DISCUSSION <br /> In April of 2009, the HRA participated in a work session for the update of the Economic Development <br /> Strategic Plan for years 2009-2012. Additional participants included the City Council, EDA and staff. <br /> The group identified the following 2009-2012 priority issues/objectives: <br /> • Industrial Development-Attract new businesses and support existing businesses to increase <br /> the city's industrial tax base and employment base <br /> • Redevelopment&Rehabilitation-Undertake strategies that facilitate rehabilitation and <br /> redevelopment of deteriorating commercial and residential areas to ensure private <br /> reinvestment and sustainability <br /> • Community Image&Marketing- Identify desired image and strategies to effect necessary <br /> changes to achieve that vision <br /> • Transportation-Advocate and support proactive planning for improvements to the local and <br /> area transportation system in a way that will complement economic growth <br /> Several strategies were assigned to support the objectives. Both the EDA and HRA approved the plan <br /> mid-2009. <br /> In September of 2010, a two-day visioning seminar was held with staff and Council Member Matt <br /> Westgaard.
