ATTENDANCE <br /> See attached attendance roster. <br /> I. CALL MEETING TO ORDER <br /> The March 7,2012, meeting was called to order at 6:32 p.m. by Fire Chief T.John <br /> Cunningham. <br /> 2. INTRODUCTIONS <br /> Members of the Fire Service Task Force,including ad hoc member Calvin Portner (City <br /> Administrator),introduced themselves. <br /> 3. CONSIDER AGENDA <br /> No changes to the agenda were made. <br /> 4. PRESENTATION — CHIEF CUNNINGHAM <br /> Chief Cunningham gave a presentation on the history of the Elk River Fire Department <br /> and the background for creating the Fire Service Task Force. Included in the <br /> presentation were statistics relating to call volume, operating budget and staffing levels. <br /> A copy of the PowerPoint is included as part of the record. <br /> Chief Cunningham also prepared and presented an initial S.W.O.C. (strengths, <br /> weaknesses,opportunities and challenges) analysis with the intent of beginning <br /> discussions for the Task Force. Subsequent discussions were had pertaining to the <br /> organization's governance and oversight, command structure and general staffing. <br /> Due to time, Chief Cunningham ended his presentation early and it was decided that <br /> Items 6, 7 and 8 would be moved to a future agenda. The Task Force agreed that the <br /> issue of governance,particularly relating to by-laws vs. policy/procedure,is a top priority <br /> for discussion at the next meeting. <br /> 5. OPEN FORUM <br /> No one appeared for Open Forum. <br /> 6. ROUND TABLE DISCUSSION <br /> P011111 III <br />
