Elk River
Municip al Utiiitie s
13069 Orono Parkway
P.O. Box 430
Elk River, MN 55330
(763) 441-2020
UTILITIES COMMISSION MEETING
TO: FROM:
Elk River Municipal Utilities Commission Wade Lovelette
John Dietz, Chair Superintendent of Technical Services
Daryl Thompson, Vice Chair
Allan Nadeau, Trustee
MEETING DATE: AGENDA ITEM NUMBER:
July 17, 2012 5.4
SUBJECT:
Substation Supervisory Control And Data Acquisition Installation Update
BACKGROUND:
In March of this year, we met with the United Services Group to go over the plans for installing
SCADA (Supervisory Control And Data Acquisition) at each of our substations. This will give
us real-time data and control of switching from remote locations.
DISCUSSION:
Part of the installation costs are saved by us providing the labor to do the trenching and pulling
of the wire and fiber optic cable. In May we began trenching and pulling in cable at the West
Substation. We also had to change the controllers for the breakers at each feeder. Each controller
has a fiber optic communication card that talks to the computer to give us the information that
we are requesting.
This system will be beneficial for our Outage Management System (OMS) where during outages
we can see if a main feeder has tripped out or if the outage is localized to a smaller area. It will
also give us control of the feeders at the power plant or from a laptop computer.
On Monday, July 2"d, the West Substation went on line. Please see the attached screen shot.
ACTION REQUESTED:
No action required.
RP, ONEBED B1
r3 ® [NATURE]
Reliable Public P O W E R E D TO S E R V E
Power Provider
