cay of

** Item 3~.6.**

MEMORANDUM

TO:

lVer

CITY COUNCIL

STEPHEN ROHLF, BUILDING AND
ZONING ADMINISTRATOR

DATE: MAY 18, 1998 ~'

SUBJECT: 1998 TAX FORFEITED LAND

Three parcels in the City of Elk River are up for sale as tax forfeited property in 1998.
The three parcels are Outlots "A", "B", and "C" in the plat of Oak Meadows. A copy of
the plat map for Oak Meadows and a vicinity map are attached to this memo.

City staff is recommending the city purchase Outlots "A" and "B". These two
parcels are logical north and south extensions of Polk Street. As of the date of this
memo, the County Assessor did not have a value placed on these parcels, but he roughly
estimated each at $500 or less.

Outlot "C" was intended to be an easterly extension of 198th Ave., however, it is
extremely unlikely that it would ever be used. Outlot "C" runs through wetland and
terminates at Trott Brook. The land adjacent to this parcel is already included in lots that
are part of the plat of Oak Meadows. The undeveloped land to the east of Trott Brook
(that a future road on this outlot might serve) is more logically accessed from County
Road #13, avoiding the need to cross Trott Brook with a bridge.

However, if the price for this parcel is close to what the County Assessor estimated, staff
feels the city should keep its options open by purchasing Outlot "C". It may be that in the
future an east/west connection in this location would be beneficial enough to warrant a
bridge crossing Trott Brook. Maybe a trail corridor will be needed in this location. City
staff is recommending the city also purchase Outlot "C".

13065 Orono Parkway · P.O.
