JUN 2 0 2012 <br />• MEETING OF THE ELK RIVER PLANNING COMMISSION <br />HELD AT ELK RIVER CITY HALL <br />TUESDAY, MAY 8,2012 <br />Members Present: Chair Anderson, Commissioners Johnson, Keller, Konietzko and ~'estberg <br />Members Absent: Commissioner Bell <br />Staff Present: Jeremy Barnhart, Planning Manager; Debbie Huebner, Recording Secretary <br />Call Meeting To Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission <br />was called to order at 6:30 p.m. by Chair Anderson. <br />2. Consider 5/8/12 Planning Commission Agenda <br />MOVED BY COMMISSIONER JOHNSON AND SECONDED BY <br />COMMISSIONER WESTBERG TO APPROVE THE MAY 8, 2012 PLANNING <br />COMMISSION AGENDA. MOTION CARRIED 5-0. <br />3. April 10, 2012 Planning Commission Minutes -Consider at June 12, 2012 meeting <br />• 4.1 Request by River lace Counseling Center for Conditional Use Permit for Hotel Use (clients <br />in programl and an Institutional Use (overnight client counseling, 9842 Highway 10, Case <br />No. Cu 12-07 -Public Hearin <br />Mr. Barnhart presented the staff report. He noted that Riverplace has been operating since <br />1993. He added that the applicant should be aware that uses in this area will likely intensify, <br />bringing noise, traffic and other impacts as frontage on Highway 10 becomes more a <br />premium. Staff recommends approval with the three conditions listed in the staff report. <br />MOTION BY COMMISSIONER WESTBERG AND SECONDED BY <br />COMMISSIONER KONIETZKO TO RECOMMEND APPROVAL OF THE <br />REQUEST BY RIERPLACE COUNSELING CENTER FOR A <br />CONDITIONAL USE PERMIT FOR HOTEL USE AND INSTITUTIONAL <br />USE, WITH THE FOLLOWING CONDITIONS: <br />1. A CERTIFICATE OF COMPLIANCE SHALL BE PROVIDED TO <br />ENSURE THE SEPTIC SYSTEM IS APPROPRIATELY WORKING FOR <br />THE PROPOSED USE. <br />2. AS A CONDITIONAL USE PERMIT IS NOT A BUILDING PERMIT, <br />THE APPLICANT SHALL APPLY FOR ALL REQUIRE PERMITS. <br />3. THE DEVELOPMENT SHALL MEET ALL APPLICABLE FIRE CODES <br />AND BUILDING CODES. <br />• MOTION CARRIED 5-0. <br />
