All items of the staff comment letter dated May 18, 2012, shall be addressed. <br />2. As site plan approval is not a building permit, the applicant shall apply for all required <br />permits. <br />3. The landscape plan needs to be signed by a landscape architect and include at least 16 <br />over story, eight evergreen, and eight ornamental trees. <br />4. The lighting plan needs to be adjusted to maintain an average of three footcandles. <br />5. The dumpster enclosure will need to be modified to meet the PUD requirements. <br />6. Signage as shown is not approved, and will need to meet applicable regulations outlined <br />in the ER Crossing PUD agreement. <br />7. A NPDES permit is required prior to grading operations. <br />BACKGROUND/DISCUSSION <br />Construction in the Elk River Crossing Planned Unit Development requires site plan approval by the <br />Planning Commission and City Council after a public hearing. AutoZone is requesting site plan approval <br />of their proposed 6,500 square-foot, one-story auto parts store on Zane Street. Site improvements <br />include the building, landscaping, 45-stall parking lot, utilities, and signage. The store will employ 8-12 <br />employees, with three to five working per shift. <br />The conditions recommended are intended to make the project fully consistent with applicable city <br />ordinances (lighting, landscaping) and design guidelines of the PUD (dumpster, signage). <br />Planning Commission Comments <br />The Planning Commission held their public hearing on Tuesday, June 12. A Commissioner asked about <br />traffic associated with this project. Staff replied that the use is consistent with the original traffic <br />projections associated with the development as a whole.
