1~~~ <br />REQUEST FOR ACTION <br />Rarer <br />TO ITEM NUMBER <br />Ma or and Ci Council 4.4 <br />AGENDA SECTION MEETING DATE PREPARED BY <br />Consent une 11, 2012 Cal Portner, Ci Administrator <br />ITEM DESCRIPTION REVIEWED By <br />Hire Temporary Full-time Environmental Assistant <br /> REVIEWED BY <br />ACTION REQUESTED <br />Council authorization to hire a temporary full-time Environmental Assistant <br />BACKGROUND/DISCUSSION <br />At the June 4, 2012, Regular Council meeting, the City Council approved the creation of a temporary full-- <br />time Environmental Assistant position. <br />Since the departure of the Environmental Technician in late April, the Environmental Services Division <br />has operated extremely short-staffed. The division employed an intern through St. Cloud State University <br />on a state grant program. The stipend from the grant has been used and funding is depleted. <br />Administration is currently analyzing the current needs for the division as well as impending mandate <br />enforcement from the MPCA with regard to storm water management. The environmental division <br />staffing needs and responsibilities are expected to be forwarded to Council later this fall. <br />At this time, the division will be able to meet mandated requirements, Council approved goals and <br />minimum budgeted service levels with the addition of an Environmental Assistant. Staff recommends <br />the Council approve the hiring of Rachel King to fill the Environmental Assistant position. Ms. King is a <br />recent St. Cloud State graduate, has gained environmental services experience in Elk River and will be <br />able to pick up many of mandated requirements with little or no direction. <br />The position is a temporary, non-benefitted position which will terminate on December 31, 2012, unless <br />further approved by the City Council during the budget process. <br />FINANCIAL IMPACT <br />The position will be funded through the Environmental Services budget using a portion of the budgeted <br />salary intended for the vacated Environmental Technician position. The position has been evaluated in <br />accordance with the city Compensation and Classification Plan and the required education, experience <br />and responsibilities are consistent with the grade classification of Non-exempt Grade 5.
