Develop Limited Use Permit to improve the intersection of Main Street and Highway 169. <br />2. Direct staff to begin discussions with adjacent businesses to look into sprinkler system <br />cooperation. <br />Solicit detailed plans for signage in the northeast corner on city owned property. <br />BACKGROUND/DISCUSSION <br />On March 12, staff presented preliminary designs of possible improvements to the Main Street and <br />Highway 169 intersection. With Council direction, staff has been working with HKGI on the refinement <br />of the plans and the cost estimates. With these refined plans, staff has been working with MNDOT <br />officials to better understand their approval process. The issues they've identified are summarized: <br />Limited Use Permit (L,UP~ To install any improvements in the right-of--way (ROW), MNDOT will <br />require a Limited Use Permit. Staff has not begun drafting that agreement, pending approval of a final <br />design and budget for the project. Once started, I expect the LUP process to take six weeks, including <br />final review and approval by the City Council. The expectation is the construction and maintenance cost <br />will be borne by the city, and should the intersection be improved (expanded), these features will need to <br />be removed. <br />Clear Zone. In preliminary conversations with MNDOT, they expressed concern with placing boulders <br />in an area they identify as the `clear zone'. Staff has computed the clear zone, and although we've <br />determined that the boulders proposed would be outside of the clear zone, our recommendation that any <br />signage be located out of the right-of--way up the hill for visibility advantage. (Cars at a stop light would <br />block the signage.) <br />Construction Stasrinsr. MNDOT led construction projects for Highway 169 are expected to start the first <br />half of July, and continue through the end of September. Should the Council authorize the improvement <br />of this intersection in 2012, it is expected that this would occur after the MNDOT project. The change in <br />appearance of this intersection with MNDOT's project will be noteworthy due to the painting of the <br />signals and the landscaping. <br />With Council direction, staff will continue to work with MNDOT on the approval process and prepare <br />the LUP permit. <br />F1i~EREA 8~ <br />N:\Public Bodies\City Council\Council RCA\Agenda Packet\05-21-2012\SR to CC Intersections 5-21-12.docx <br />
