y of

iver

MEMORANDUM

Item #4.5.

TO:

FROM:

DATE:

SUBJECT:

Mayor & City Council

Pat Klaers, City Ad~trator
April 20, 1998

Dehumidification Feasibility Study

Attached for your review is the Ice Arena Dehumidification Feasibility Study
as prepared by Nelson-Rudie & Associates, Inc. On March 16, the City
Council authorized this study and in April the Council identified funding
sources for this capital expenditure. The conclusions of the feasibility study
are identified in the Executive Summary on Page 1. The Ice Arena
Commission unanimously recommended approval of the feasibility study at
its meeting on April 14, 1998.

Arena Manager Rich Czech and Building Official Cliff Skogstad are
scheduled to meet with Michael Woehrle of Nelson-Rudie to get more
information about the project. References have been checked and Rich is
comfortable working with this firm based on the feedback he has received.
We are still exploring issues with this firm including some heating
improvements to the old arena, planning for additional bleachers in the
future and needing heat in these areas, having this firm help identify the
market and help us sell the old Dextron units, putting together a
project/construction timetable, and clearly identifying the Nelson-Rudie fees
for this project. If the feasibility study is accepted, and Nelson-Rudie hired to
do the project, then they will design the system, put together the bid
specifications for the project, guide the city in going out for bids, and
supervise the installation of the new desiccant based dehumidification
system. Please be aware that the figures in the study are estimates and that
the actual bids could be higher than estimated, but it does look like we can
accomplish our goals for less than originally estimated and somewhere in the
neighborhood of the $110,000 amount identified by the Council in April.

Recommendation

It is recommended that the City Council accept the feasibility study and hire
Nelson-Rudie & Associates, Inc. as the engineers for the project.

13065 Orono Parkway · P.O.
