Elk River Municipal Utilities 13069 Orono Parkway Elk River MN 55330 (763)441-2020 UTILITIES COMMISSION MEETING TO: FROM: Elk River Municipal Utilities Commission Troy Adams, P.E. -Utilities Director John Dietz -Chair Daryl Thompson -Vice Chair Al Nadeau -Trustee MEETING DATE: AGENDA ITEM NUMBER: Ma 8, 2012 3.5 SUBJECT: A royal of Utilities Director Job Position Chan es BACKGROUND: On April 10`" the Utilities Commission closed the regulaz commission meeting for a closed session pursuant to MN Statue 13D.05, Subd 3(a) for the purpose of an employee performance evaluation of Troy Adams -Utilities Director. DISCUSSION: As a result of discussion during the review and analysis of the Utilities Director job position, a number of changes to the position were agreed upon in consensus. However, due to the closed meeting, no action was taken. The changes discussed were as follows: First, the Utilities Director job position title shall be changed to General Manager. Second, the Water Department that had been assigned to the Utilities Director on a trial basis in Apri12011 shall be permanently assigned to the General Manager. Third, the job position will no longer be included in the Utilities' pay grade scale but rather be independent. To reflect the changes to the position, the points assigned to this position shall been adjusted from 1268 to 1598 per the Elk River Municipal Utilities Job Evaluation System established by Riley, Dettmann & Kelsey. Going forward, this position's pay rate shall be evaluated each year during the annual review to benchmark compensation. In addition, this position would still be included in the Utilities' Cost of Living Adjustment (COLA). Fourth, the position's pay rate shall be increased by 7.542%.
