Elk River <br />Municipal Utilities <br />13069 Orono Parkway <br />Elk River MN 55330 <br />(763)441-2020 <br />UTILITIES COMMISSION MEETING <br />TO: FROM: <br />Elk River Municipal Utilities Commission Troy Adams, P.E. -Utilities Director <br />John Dietz -Chair <br />Daryl Thompson -Vice Chair <br />Al Nadeau -Trustee <br />MEETING DATE: AGENDA ITEM NUMBER: <br />Ma 8, 2012 3.5 <br />SUBJECT: <br />A royal of Utilities Director Job Position Chan es <br />BACKGROUND: <br />On April 10`" the Utilities Commission closed the regulaz commission meeting for a closed <br />session pursuant to MN Statue 13D.05, Subd 3(a) for the purpose of an employee performance <br />evaluation of Troy Adams -Utilities Director. <br />DISCUSSION: <br />As a result of discussion during the review and analysis of the Utilities Director job position, a <br />number of changes to the position were agreed upon in consensus. However, due to the closed <br />meeting, no action was taken. <br />The changes discussed were as follows: First, the Utilities Director job position title shall be <br />changed to General Manager. Second, the Water Department that had been assigned to the <br />Utilities Director on a trial basis in Apri12011 shall be permanently assigned to the General <br />Manager. Third, the job position will no longer be included in the Utilities' pay grade scale but <br />rather be independent. To reflect the changes to the position, the points assigned to this position <br />shall been adjusted from 1268 to 1598 per the Elk River Municipal Utilities Job Evaluation <br />System established by Riley, Dettmann & Kelsey. Going forward, this position's pay rate shall <br />be evaluated each year during the annual review to benchmark compensation. In addition, this <br />position would still be included in the Utilities' Cost of Living Adjustment (COLA).
