Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: <br /> <br />LAKE ORONO SEDIMENT REMOVAL PROJECT <br />PUBLIC HEARING <br /> <br />Dear Council Members: <br /> <br />As you are aware, the public hearing for the Lake Orono Sediment Removal Project is <br />scheduled for Monday, April 13, 1998. Please bring the green covered Feasibility Study. If you <br />need another copy of the Feasibility Study, please inform City Hall and we can make them <br />available. <br /> <br />Steve Rohlf has been working on this project for the past 18 - 24 months. The project consists <br />of removing approximately 110,000 cubic yards of sediment from Lake Orono and depositing <br />them on five (5) different pieces of property adjacent to the lake. Most, if not all, of the property <br />owners proposed to be assessed for this project, should have a general knowledge of the <br />project through the various meetings that Steve has held and mailings from the Lake Owners <br />Association. The estimated cost of the project is approximately $750,000. The City Council, <br />earlier this year, set the assessment rate at $2,200, per residential equivalent unit. This results <br />in approximately $358,600 worth of assessments, excluding City property. There is an <br />additional 26 units or $57,200 of assessments which are City owned property. The remaining <br />share of the project cost is $334,200 which is proposed to be funded by the City. <br /> <br />At Monday evening's public hearing, both Steve Rohlf and I will be available to make a <br />presentation and answer any questions that the City Council and/or public may have. At the <br />close of the public hearing, the Council action needed to have the project proceed would be to <br />adopt the attached resolution ordering the improvement and the preparation of plans and <br />specifications. As the schedule in the Feasibility Study indicates, plans and specifications would <br />be available for City Council approval at the May 4, 1998 meeting. The project would be bid in <br />late May with an assessment hearing scheduled for late June prior to award of the contract. <br />The construction is anticipated to take approximately 3 months starting in August and being <br />complete by the end of October. <br /> <br />If you have any questions regarding this project, please call. <br /> <br />Sincerely, <br /> <br />Howard R.
