ity of

iver

MEMORANDUM

Item #4.5.

TO:

FROM:

DATE:

SUBJECT:

Mayor & City Council

Pat Klaers, City i~p~
A~~ inistrator
April 6, 1998

Park and Recreation Bond Referendum
Update

Staff and a subcommittee of the Park and Recreation Commission met with
representatives of Decision Resources on 3/24/98. Everyone in attendance
believes that a follow up survey is necessary to help determine why the last
proposal failed, what needs to be done/changed to have success this
November, and to obtain some more specific feedback regarding the merits of
a pool/wet playground area being included in the proposal.

Details from Decision Resources on the content of the survey are expected on
Monday, April 6, 1998, and should be available for the City Council meeting
and the April 8, 1998, Park and Recreation Commission meeting. The survey
is expected to cost in the $3-$4,000 range (not to exceed $4,000). Last year
everyone was hopeful that a special election would bring out the supporters
of the proposal, but it may be that we will have much better luck during the
governor's election in 1998 when we are guaranteed a larger voter turnout.
Additionally I think that taxes going down in 1998 should help our efforts to
pass the recreation referendum.

13065 Orono Parkway * P.O.
